Public Benefits

The Pennsylvania Department of Human Services, through local County Assistance Offices (CAO), offers a number of benefit programs for low income households and individuals, such as:

  • cash assistance (TANF)
  • food stamps (SNAP)
  • heating assistance (LIHEAP)
  • Medical Assistance (Medicaid)
  • subsidized day care

The Department of Human Services also offers Medicaid Waiver benefits called Home and Community Based Services (HCBS) to specific groups of clients who meet various eligibility requirements. HCBS Programs are an alternative to institutional or extended inpatient hospital care. HCBS Programs are available to eligible individuals as long as the estimated cost does not exceed the cost of institutional or inpatient care. 

North Penn Legal Services provides assistance in helping individuals who have received benefit overpayment notices from the PA State Office of Inspector General, for TANF, SNAP, Medical Assistance, Subsidized Day Care, and LIHEAP benefits. If you have been denied a benefit, or your monthly benefit has been terminated or lowered, or you receive an overpayment notice, we may be able to help you. It is important to apply for our services as soon as you receive a decision about your benefits as there are different appeal deadlines for the various benefit programs.
